Because when FHC was president we had a country emerging from a decade of crisis into growth and at the same time the "Tequila Effect" in 94-95, the world economic slow down in 96. The Russia crisis in 97-98, the Japan and Asia crisis of 97-98, consequently the Brazilian Real Crisis of 98-99, and the Argentina's crisis of 99-02.
And in 2001 we had an energy crisis with the US in recession, so it was very hard to make something than save the economy.
the thing is that at his time the dificultys were greater... but he set a great base of economy for lula to continue what was started by him... both were very good presidents...
Why in the world did you expect a better English? President Cardoso is Brazilian and speaks his native Portuguese language very well, and that's enough!
He might have a bit too strong accent but no trouble with his English whatsoever......As a matter of fact, that's probably the best English coming from a Brazilian mouth I've ever heard so far...with a bit too strong accent though.
Cardoso was a Great President. He set in motion the modernization of Brazil that has accelerated rapidly under current President "Lula" Da Silva. Cardoso is a very smart man. I suggest reading his book; I couldn't put it down!
@zeroleminski in fact, he makes it very clear in his memoir, that he did NOT say that. He was misquoted, but nonetheless it stuck... the power of the media (and now social media!)
