Don't try to pin this on foreigners. A similar amount on robberies were carried out in the beginning of the 90's and back then there were very few immigrants in the country.

Why can't the bank simply defend its property? It should be perfectly simple: purchase insurance against damages to persons and property, and have the insurance company make a detailed risk analysis regarding what security presence, if any, is most desirable in each location. Last time I checked, part of the purpose of any bank was to safeguard deposited funds and property...
