  • First of all, "white" couples or "white" single persons are not the only prospective adoptive parents. Immigrants and expatriates originally from non-Western countries also seek adoption in large numbers. Second of all, fraud and scandals are no reason to shut down adoption for children who are truly orphaned and are free for adoption. Group homes and orphanages are not a substitute for family and home. A child thrives in a good family and home.
