My guess would be some kind of aerogell. Aerogells are structures made of long molecules joined in a 3D mesh, where something like 99.99% of the space is empty (filled with air.) They are nearly neutral buoyancy and quite robust considering there's almost nothing there.
In any case, it behaves quite unlike anything we commonly see, and it's reasonable for the witnesses to think it worth videoing. The people insulting the witnesses are the dolts.

Looks like Aero Gel This is used in cloud seeding to create rain. although this only 10-20% effective & H.A.A.R.P. is far more accurate & consistent + with the recent infrastructure upgrades. You can also spawn tornadoes, Blizzards, steer Hurricanes & Typhoons (for maximum profit as people prepair for a storm, yet it rarely strikes to save insurance payouts [we used to get a Cat. 2 or 3 Hurricane here every 3-4 years till 1991 with Bob the same year HAARP was deployed - isn't that a surprise??)
