An exhaustion gap need not include an open close reversal price bar, on your trading timeframe. Essentially it involves a gap, often on climactic volume, which subsequently fills. The actual bars/candles could display a different formation.
However, you're right in that if you change timeframe, you could quite likely find a t/f in which the exhaustion gap price bars form an open close pattern.
