Jump kicks work really well on Chief Chilly. On the 3rd time you have to give an extra push because he won't fall off the platform even when kicked to the edge.

Luigi is the only one who can get through the mirror assuming you don't have moon jump cheat on. Strangely even though it's only Luigi who can normally get through, Chief Chilly still has speech implemented for everyone including Yoshi...

I always find that the best way to win the chief chilly fight is to air kick him. He never hits you then. Problem is that since it knocks him back further you have to dash at him and hit him with that lunging sort of attack befor he recovers and hits you again. And that leads to the risk of falling off the stage.
