For Wolverine:

Have him summon X-23, Daken and Sabretooth for a big spinning claws attack or something that damages all enemies in range, then have them assist Wolverine and other playable characters for a limited time.

If I have any more ideas for powers for certain characters, I'll let you guys know. Would be cool if someone made these moves for Hulk and Wolverine.

Mysterio's Xtreme attack in this video gave me an idea for how to have Hulk and Wolverine summon in some help, while also adding in fan-favourites without making the playable roster too full.

For Hulk:

You could make him summon She-Hulk, Skarr, A-Bomb and Lyra for a huge ground pound attack that will damage all enemies in the blast radius, then have the others assist Hulk and other playable characters in combat for a limited time.

It is a mod for the pc version. This is why PC games will always be better, notice I did not say more popular. There is a community of players that are skilled enough with skinning and coding to change (mod) the game, can't do that with console versions. I love how on all of the similar vids console kiddies are asking how to get these characters, get the pc version!

Only issue with Vision is his Minimum Density skill on PC, if you jump you start to clip everything and keep going up without stopping, you can use the skill Maximum Density to come back down, just hope your aim is right. Plus it wasnt tied into the Avengers team bonus, but not sure if they can do it or not.

No, mods only work on PC and Xbox 1 unless the files already exist in that particular version of the game. Mods for the 360 aren't possible as the sound format uses XNA, which isn't a cracked sound format.
