Why didn't the Dominion send thousands of ships the first time?

that's why they secretly gathered ships in nebulas near the wormhole.

they might have waited for more ships to arrive before invading, but after Worf and Garak discovered them and sent a message to the wormhole they decided not to wait. they wanted to establish a foothold in the alpha quadrant

they also planned to destroy the bajoran system by detonating the bajoran sun. so it was pointless to try to take over the station

actually for half of season 5 Odo lost his shape shifting powers (the founders turned him into a human as punishment)

Bashir made him look like a Klingon surgically for this mission.

Odo later gained back his shape shifting powers after linking with another changeling.
