"this song isn't suppose to feel happy" - It doesn't feel happy at all: What this version very much does do is express the hope buried within the song - after all, the title and tag lyric of the song are not "I'm all by myself" but rather "don't want to be" - the realisation that only the protaganist can change that situation.

As for Rachmaninov, well, he was writing at the peak of the Romantic era, an era that fueled the golden age of American song by the way, and if his crime was writing melodies the equal of any of his Russian contemporaries, well he's guilty as charged. It was his job, after all. And who knows, maybe he stole those melodies just like Carmen did. That's the music biz, and it's been that way forever.

It's not a note for note ripoff. It was inspired by the slow movement of the concerto, and it duplicates a couple of phrases and chord progressions, but it's Eric Carmen's song. It's a lot more loosely based on the original than, say, Midnight Blue is based on the slow movement of Beethoven's Pathetique sonata.
