Not sure what it's referred to in singing, but if he played it on an instrument I would call it a trill.
Anyway, it's not vibrato, he does that the entire song.

"Is now or never" is the Elvis version of "O Sole Mio"
But there is another song, versioned by Elvis, "Surrender", (I recommend you) is a version of "Torna a Surriento"
