You're talking to a guy who couldn't have finished Pro without AI Sheva. You need to put her in Attack mode, then she'll switch to bigger guns and go on the offensive. In Cover, she'll stick close to you and use weaker weapons.

Don't call her retarded when you're the one who doesn't know how to control her.

Sheva is a little better in the final game. She actually becomes quite useful in quite a few areas.

Yes, easily. She'll stand in front of you, blocking your shots, she'll sit in one place and let Skinny Salvador cut her head off, ending your game, among other things.

Although, her IQ changes parallel to how well the player is playing, so hopefully it won't be all bad.

Nope. You'll buy all of your equipment from a pre-game screen this time, kinda like if you loaded a cleared file in RE4, except it happens between every chapter.

Apparently, the Plaga in this game is an "upgraded" version of the one in RE4.

I don't know. It's harder to shake the enemies off than it is in RE4. They're also quite agile and rapidly cross the very thick line between smart and idiotic.
