It's an arcade game called "Megaman 2: The Power Fighters," an unlockable game in Megaman Anniversary Collection (for Gamecube, PS2, and I think Xbox), which is where I played it. I'm not entirely sure, but I think the Anniversary Collection is the only place you can get a legal copy of it in English, much less a console copy at all.
