TF2 is a better game all round IMO but you can't really compare them, one is a team based first person shooter while the other is more of a crime simulation. Kind of like saying X nascar driver is better than X motocross driver. They are both driving around courses, but they aren't the same thing, they aren't really comparable.

It really all depends on the player, and infact, TF2 does have more things to do if you do more than picking the heavy soldier, which shooting people billions of times is the point of him. TF2 has a more original style because its cartoon based.
