It's called a publicity exorcise, you do something cool to get the news cameras to stop by and then you tell them the shpiel about your cause. In this case it is a double benefit, raising awareness about illegal Japanese whaling and granting artists the funds to rent a bulldozer to make a cool sand sculpture. The art itself doesn't prove anything, but the chance to speak on television can definitely help the cause.
right, so making this sand whale will make the japanese stop whaling, because of this pile of sand. even if you tell them to stop, they don't have to listen. it seems a futile effort to me.

Well the more things like this occur, the more publicity ensues. Of course us sitting here watching it thinking whaling is terrible makes no difference at all to the Japanese people, however the more people there are that know about it, the more there are joining the cause, and so on. It get's more people involved to the point that it eventually starts to affect the country in question and make people there question whether or not what they are doing is right.

It's not puppets, its real footage just using tilt-shift photography. its pretty simple tilted lens attached to a small-medium format camera. Tilt photography uses simple law of depth of field that makes objects appear miniature and out of focus. From the looks of this its also been done with stop motion photography or staggered videography.
I think it's just lens blur with a fabricated depth map, quite easy (and slow to render) but a very nice effect. Does give character but somewhat distracts from what is actually being shown in the video, the friggin awesome whale!
I find it funny that despite the movie being about the whale being build no one comented on it, so here I go, Man that was an awesome whale! I wish I could do stuff like that.. :)

Not really, not for that distance at that wide angle.
You need a specially built optical system to obtain something like that, just as the author used. A tilt-shift lens.

you don't need photoshop for that, just a special camera-equipment. :)
