Its a console command you moron! Most console commands change your settings without you having to go to the option menu, console commands are great for like, using in a macro to turn down your graphics with one click if things get too rough. Maybe try it in game before you downrate you bloody idiot!

The spelleffectlevel console command changes the spawn rate of visual effects, and as such it will cause volley, rain of fire, death and decay, blizzard and hurricane to multiply.
