By the way, from what ive read, there are about three levels for each shout. Each level is achieved by finding the wall with the word and killing a dragon. Unrelenting Force may seem weak now, but when you learn more words for it later, it will have the power to send enemies flying. Oh, and the shout, although weak, can still be useful by making your enemies stagger. This can give you a chance to attack.

@iSw1th you can buy them in whiterun in the big building at the top if you go in and walk up the stairs there is a room to the right and in there is a wizard talk to him and he has lots of spells to buy. (sorry for spelling and sorry for it not being in to much detail its just i did it a litttle while ago)
