Replace him for a week and give him some other HARD work. (remind him how good he has it) Explain why lying could harm him. If he is lonely get a few sheepdogs and a bull mastiff.
I've marathoned through Voyager, and just recently DS9 and I've gotta say the 3 most memorable characters I've seen are Garak (had a highly effective answer to every situation even if it wasn't the moral highground). Hah, you're absolutely right. I didn't think of that, it kind of destroys what the writers were trying to do. Nice catch.
On the other hand, even though Garak basically NEVER tells the truth, people believe him or at least "play along" the vast majority of the time. That's probably more a testament to his lying ability than anything else, though. In this case, Bashir just has evidence that Garak is lying, which is why this scene takes place.

And even though everybody thinks, that he is a liar, he manages to trick them again and again. Because that's just how great a liar he is. It's easy to fool somebody who trusts you, but you must be good to fool somebody who mistrusts you from the beginning. That's the difference between Garak and the shepherd boy.
Bashir is hot and all, but he's the one who lied his way through starfleet academy with his sexy genetically engineered ass. Also, Garak wouldn't know the truth if it slapped him in the face in the form of a Prophetic Orb! I don't know how he lasted a single day in the Obsidian Order. Anyway, Jadzia should have banged Julian when she had the chance. Worf? Ugggghhh.
@ArcaneAzmadi I agree! Funny how as good as the main cast were, supporting characters can surpass them. That was the magic of DS9, even supporting roles were treated like main cast and got developed greatly.
for example Rom. He started off as a good-for-nothing, a laughing stock, who "couldn't fix a straw if it was bent". then he became expert engineer, an aid against the Dominion, he got the hot girl, and then he became the Grand Nagus of the new Ferenginar
I saw Alex Siddig in one of those extra's but on youtube, he said that he was originally lined up to play Sisko but then they felt he was too young for the character - so the role of Julian Bashir was written up with him in mind - something like that. I love the look he does at the end when Garak walks out.
this dialogue sticks out in my memory so well. Really nicely done, here's an alien taking in an 'earth' tale and sees a completely different point of view.
