I think they use this water image because people in the mostly hot arab world need something 'refreshing' when they watch TV. That's my interpretation of this ident. :-)
It somewhat refelcts a chinese culture. The globe is flying like a dragon in the sky.
BTW, JL Designs is a chinese company. Actually I was about to upload the same clip from JLD.
FYI: This ident had been dropped-- It has never been broadcast. Instead, Aljazeera uses the old main ident with light colours. I'll try to record and post it.

I have to say that Al Jazeera has among the best graphics in the muslim tv..not that I see much muslim tv anyway
