I hate to have to dissect comedy, but it's lampooning both parties, ie. both the bizarreness of younger generation's jokes AND the subsequent bewilderment of older generations. The funny is the miscommunication between generations. He's not referencing pre-existing memes, he's mocking "Suzette" and "Tiemeri's" absurd humour with fake memes, and at the same time, mocking adults who don't understand them through Mr. G. It's mostly funny because it's a brilliantly crafted character though.
