it is called WAVES, u have to download that resource from MTA resources.

Then there is a command (/wave 0-100) that will make the waves in game become higher or smaller.

Also, for the time being, I wouldn't compare the two. MTA for the moment is racing, and SAMP is basically a deathmatch. Once MTA's deathmatch is released, then we argue which is better :).

MTA SA is going realy well, we've added tones of things because SA is so much easier to edit than vice city, (+ vice city sucks compared to san andreas :P)

The blue-core is much more synched and reliable platform than SA-MP.
