@PetersonRyan97 I don't get the why and I don't understand what you mean "actual .rom files". These are .gba files because the games are for game boy advance and you can open then with a gba emulator like vba-m. If they were .rom files they would be for Nintendo 64 and you would need an N64 emulator like Project64.

@samiahmed989 open up your emulator, go into options, scroll down to "emulator", than scroll down to "save type" than set it to automatic than set it to flash 64k.

GBA stands for Gameboy Advance. if its for DS its not ganna work with an emulator for GBA and personally I'll stick to my emulator.

That should solve your problem.
