u have to unlock your itouch/phone with quickpwn

google - quickpwn download and follow the instructions then it will automatically install cydia and installer at the end of the process

No it works. I've got the entire application up and running on my iPhone 3G firmware 2.2. It takes a lot of messing with it to get it to function correctly, but it only took me 5 minutes. Also, the guy who started customize (Spicy Chicken) is back, and he is just looking for a larger server right now in order to make it more accessable. It should be fully functional by the next firmware release.
