i think its about two people who are unable to express thier feelings fully, and are thereforé ''insufficient ". However, when both of them are together they are able to feel the sorrow/joy of the other and express it for the other. i feel that the song explores the emotional relationship between two people and how they are able to become whole with each others support (thus traffic light turns green to show how they are able to move on) :D

@esplex008 From girl's perspective; A girl meets a boy and suddenly gets together with him("Before we noticed, before we were aware, I was beside you"). Even though it is not particularly special to her, she feels like being with him compensates for any bad past feelings(loneliness, etc.). They don't become "intimate" together, they don't talk about their feelings(hence the chorus), but she feels like with him she will "not lose sight." The rest is just simple details. Hope I helped. :3
