I heard that the hijackers believed that their crashes would cause the towers to fall onto each other. That's what the terrorists who bombed the WTC in 1993 were hoping to accomplish, anyway. But the towers were built too strongly for that to happen. Both times the terrorists underestimated the towers' strength.
