Our meetings have always been with LCC and never with the police who are not interested to be honest.

We are a group of residents making things better. We are out to make a positive difference.
Its not about humiliating him. It is about deterring and educating him and also others.
If this was my brother or son then I would say tough... it serves you right and would hope they and others would profit from their lesson.
However... as all my brothers and sons were brought up well, they would most certainly not to litter, and so would never find themselves in such a situation.
As a further comment we would add that our decision is not whether or not he is guilty of a crime.
Our decision is always "can we without doubt say that the person shown did what we are alleging".
Judging? Although we have to use our judgement as any other editorial team in deciding not only if we publish something but also how and when it is not our actions that may or may not cause humiliation but those of the litter louts alone. We merely report objectively what we observe.
Here in the United Kingdom it is not the Judge who decides guilt but groups of normal everyday right minded people who we call the Jury.
However our reporting of what we observe can in no more be construed as extra-judicial any more so than the reporting of events in any other publication or journal... conventional hard copy or online digital media.
After a year of trying softly softly... and getting back chat and abuse experience teaches us humility is quite alien to many of these.
We have taken extensive legal advice. Our understanding is that for a case to succeed for defamation against us... a complainent would need to convince a court that the content in the video was not true and was in some way constructed to show something that did not occur.
As that is not likley to ever be the case in any of these video's then we are quite at peace with regards to what we are doing.
I am not talking about legal, but ethical issues here. Unfortunately the imperfect law can be easily manipulated by the strongest (and wealthiest) side.
In my own humble opinion, what you are doing here is unethical. Even though it might serve your good purpose of keeping your grounds free from liter, it does so at great cost to the person's rights.
As a group for over a year... almost 2 years in fact we debated a lot around the issues of the rights of the person we film doing this and we weighed carefully the value of those rights of the individual with the rights of the community.
The right to live our lives in neighbourhoods that are relatively clean and pleasant in view of the fact that we pay such are large proportion of our income on rent, rates and mortgage payments.
The rights of home owners who have difficulty selling their homes because the area in which they live looks run down and poorly maintained.
We find people sooner whinge and whine about their rights being trampled on than they are prepared to talk about their responsibilities, such as their responsibility to discard litter with consideration to the environment, the neighbourhood and the community that lives there.
People who believe they have the right to throw litter where they want and to otherwise blight the neighbourhood with Graffiti and criminal damage are mistaken.
Freedom and rights have a point at which they must not cross.
In our parents time anyone doing such things in a neighbourhood would risk word going round about them in close knit communities.
They would not have been able to claim their rights were affected by slanderous or defamatory gossip.

As a prevention measure, may I suggest that you put a sign to warn PPL of UR activity in UR neighborhood, Like "CCTV in operation" signs.

Police won't share info from PNC check with leicester city council.
Thats pretty much why we have bypassed the police on this as they don't really want to know about littering round here.
They see it as something lcc should deal with. But yer... thats right... Leicester city council don't have the access to the information needed.
