They could'nt have taken anything from driv3r.

the PC version was never popular and it was to hard to install/remove mods from the game.

That includes cracking the format of the folders they used such as music and so on. Nothing on this video is off driv3r.

I have found a glitch, install Modern Mod, dont mind which version 1.0 or 2.0. Download car model (police car) replace it with some police car. In game bind Horn as secondary for ecample to H in game u can turn on sirens but no sound.
