You're reading the Gen V movesets, in Gen IV (Diamond), the next electric move it gets is actually at 38 (Thunder Fang). Gary will learn Crunch at level 33 though

How do u ev train, is it for every level you gain, you get an ev on that stat? Or is it every pokemon u kill gives you an ev point?

@Im18Years0ld You really need to do your research. EV (Effort Value) is points you get for killing EACH pokemon. You can get 510 EVs for each pokemon which comes out to about 64 points in 2 stats of your choice. Thing is, you have to kill pokemon who have the right stat bonuses (Magikarp = speed, Machop = attack, Gastly = Special Attack, etc). This is purely for competitive wi-fi battling only.

There is also IVs, Nature, and movesets.

The best thing about doing a Nuzlocke in Diamond/Pearl/Platinum is that you can abuse whoever you're teammed up with to level grind your Pokemon and have him/her heal them without using your items (that is if you're using them). I saw it from a fan comic in the Nuzlocke forums.
