I think maybe a Gallifreyan name is really elaborate compared to other words, and kind of like a signature. Like if you're deaf, the sign for your name isn't just spelled out on your fingers. And I think the circles don't stand for individual words, or even sentences, but for entire ideas, to convey perfectly what you are trying to communicate. There is a lot of psychic communication with the TARDIS and the memory sharing stuff. So basically, maybe Gallifreyan is quicker and more accurate.

After all, the Greek alphabet, the Cyrillic alphabet, etc., they're different from the one we use, but those who understand what the characters spell out can pronounce it. To everyone else it's just a jumble of symbols - like the Doctor's name. We see circles and such - but Gallifreyans would understand it.
