it seems like maybe were trying to go towards a system like Switzerland. I believe they get all there coverage from private insurers but those insurers are regulated. They don't make profits on basic insurance and are required to cover everybody, but can make profits on supplemental insurance. I think they said something about premiums costing more than 8% of income would get a subsidy just like Switzerland. So maybe you can build on it and get it closer to their system.
