You need more speed, especially at the start. When the car crosses the two buildings with the police car waiting, it looks like it is doing 40-50km/h at most (25-30mph).
Its a bit too dark in areas like you've already mentioned.
You might be able to invoke more urgency and speed with better positioned cameras.
The police car lights are simple glow lens effects that I added, because 'real' lights would have increased my render times. I don't know how much you know about 3ds Max, but the effects are then just animated to appear on and off basically. Hope that helps =)
I am an intermediate designer studying to become pro, and so the lights were just moved on and off the screen to give it the blinking effect? And yeah i know what glow lens effect is.
cool, yeah the light effects get the blinking effect by going into the animation graph and adjusting the curve for the intensity to appear as 'on' then 'off' continuously
