He has publicly declared that "Kashmir is in every Pakistani's blood" and that "no bilateral issue can be solved without resolving Kashmir". So India said fine, let Kashmir be as it is, we'll just trade and negotiate with the rest of the world. As long as there is no military-neutral democratically elected government in Paksitan, there can be no progress.
