This piece seems to me an early version of the slow movement of the Hammerklavier - 6/8 time and very somber.

When was this written? His Third Symphony, which is his first really mature orchestral work, was from 1803 and was opus 55. It seems his piano music matured much faster than the orchestral music.

Very true. It's unfortunate that most of his sonatas were confined to the 5 octave limit of the keyboards back then. You can hear how Beethoven was limited many times in the first movement!
