Get 3,000 feet of number 18 insulated copper wire, and a number of card board tubes that are 6 inches in diameter and as long as your yard. Wind the wire around the tube. Strip the two ends off and measure the voltage. At some number of turns you will get 220 volts. Is relocation of the house an option? Put some steel I-beams under the ground floor and use heavy-duty jacks to lift the whole house high enough to install wheels, and just move the house somewhere else in town. Of course: make those responsible pay the expenses, such as new lot & foundation, utility hookups, etc.

If you do this well enough, you can have your metter removed and live off the free electricity. No doubt the Electric company will investigate this - THEN YOU WILL ET ATTENTION. Thank you for being one more voice about this exploitation on the part of power and telephone companies. It's happening everywhere and you don't have to live next to a distributiion plant to hear it or be affected by it. Westar, like National Grid and phone companies delivering wireless service could care less about the impact of the leakage, as long as they reap in the profits. They get off on pointing the finger at each other and letting years and years go by withour any mitigation.
