in the wasteland, the use of basic weapons would be an essential skill, so its quite "lore-friendly" and also, many people live in "tribes", and we can assume they run out of bullets at some point.

i like this mod very much, i'l;l download it now.

Cool idea. I was looking around to see if I could make one in the game using the tool table, but no luck. I hope they add a mod like this for the XBOX 360 version. 

Who wouldn't want a silent killing weapon? You could make explosive arrows, turkey arrows with magnus heads, broadheads, fire arrows, tie messages to the arrows etc.
