The other 50% is decided by congress, and to prevent them from raising taxes to make up for the loss in revenue, we need to pass a bill restricting tax increases to no more than 3% every four years. Stabilize the tax code and make America a true democratic republic by giving the decision to the tax payers, that's my way to fix the spending problem.
