I think that great speeches like this one (and I have a dream and Mindless Menace Of Violence and so on and so), aren't based on specific programs that anyone wants to introduce, but by a general non-descript guideline that all people can at least understand if not agree with.

There may also be some significance to certain speeches because of their rhythm and timing, a tactic that many leaders today just don't have anymore.

Whats crazy is early in his career JFK was a poor public speaker. He trained himself everyday, practising vocal excercises and eventually became an incredible speaker through hardwork.
