they choose people from college in order. Usaually the top pick gets the best player because the team gets to choose whoever the want. Than it goes on and on and on until they get to pick 60. The reason you only saw 14 because its the lottery which has all the teams that dont make the playoffs get the lottery because people would want to point shave to get no.1.

This years draft lottery seems a bit odd. Notice how Boston and Memphis did not get any of the top 3 picks for tanking the end of the season (maybe to prove a point), notice Atlanta got the number 3 pick because if they got 4 or higher, the suns would get the pick which would make them way better. Seattle gets the second pick to get Durant and keep the Sonics from moving and it was between Portland, Charlotte, and Milwaukee for number one.
