Well, I think it originated back in the 50's when black people started to stand up for themselves in earnest, so they had to develop a label for white people. When "Nigger" really began to be percieved as an insulting label.

Then as it caught on it was glorified to be used in the 60's and 70's television. Now in the US it's just flung around as a derogatory label by those who don't have the inteligent vocabulary to use anything else. Or as was here, a comedic addendum.
