Sure, you could build this in vacuum and maybe a use a supercooled non frictive bearing (read, a produced environment which requires a continuous energy input to maintain), but energy would be lost because the FREAKING BALLS WOULD RUB AGAINST EACH OTHER. Just to make this clear. Once and for all. A perpetuum mobile (first kind) is NOT a device that simply never stops moving without consuming energy. Its a hypothetical contraption that DOES WORK without an energy source i.e. produce energy out of nothing.

The second kind of perpetuum mobile transfers heat energy into work without heating up another piece of matter.

The first kind is fundamentally IMPOSSIBLE.

The second kind is is statistically IMPOSSIBLE.
