The FBI informant could PAY a homeless person to murder his/her wife for $10,000 all day. Now that same homeless person had nothing against the victim, and would have never have done it except that they were offered money to do it. The FBI could catch Homegrown Murderers everyday forever! Had the FBI not offered money the plot never would have happened period.
