I've lost my wallet on a bus in Hong Kong once, and someone turned it in to the police, and the police contacted me to get it, nothing was lost. It really depends where you lost it, if it was in some slum, it probably gone in seconds.

A person picking a wallet from the street does not always make the person a criminal, by the way. I found a wallet on the street once, and gave it to the police the next day. I found USB on the street once, contacted the person by email and return it the next day.

But that guy indeed stole the money and obviously there are people like these, and worst people than that. Be careful when doing this kind of thing.
