I think i know what that is. It's one of two things. The first is that it could be the part that allows the tank to attatch to the shuttle. This part kinda unfolds one its loose from the shuttle so it will have more surface area so that it will burn up as it falls to the surface.

The second thing that it could be is some left over fuel that happened to freeze in that sort of pattern. but dude great catch.
