John Snagge is the announcer (he says his name at 0:12). And yes, this is radio. The 'home' service was medium wave, the 'overseas' service was shortwave, European service was mixed sw & mw depending on location. BBC-TV did not resume broadcasting until June 1946, two years after this event.
