Ted Kennedy was working against his own personal interests to aid others. He felt that since he came from privilege that he had a BIGGER responsibility to give back rather than a right to rape the people more.
Ted Kennedy was working to aid himself to the detriment of young, inexperienced, undereducated workers.
Sixty years of economic research (Card/Krueger shenanigans aside) have shown that the minimum wage hurts the most vulnerable among us.
But, Teddy knew that most people don't get economics and like the sound of higher wages. Create an "us against them" mentality among voters and use it to keep yourself in office. Works like a charm but is not admirable.

Both the federal and state governments set a minimum wage. Employers must pay the higher of the two, where there is a difference, to be in compliance with the law.
Some states like Kansas set their minimum lower than the federal amount, some states like California and Washington set theirs higher, but the most common choice states take is to either set their minimum wage equal to the federal number or just peg it to that number, meaning it changes along with the federal number.

Like creating laws that deny working people the right to organize? Tell that to a single mom working two minimum wage jobs to keep a roof over her head. Less than two percent of all working people still includes over 2 million people. So it helps those people. The tax cuts for the wealthiest people was for around the same amount. Small business overstate their case, typically, and do not compute for the gains made by people having more purchasing power to buy small business goods. So that's a wash. The case of the state of Oregon puts that to rest.
