Certaintly. So is Tetsuya's, or Ryoma's. Only problem, they're too old now. And as far as I've seen, their new voice actors are actually pretty good. Ishikawa's awesome and fits the Ryoma's badass profile. Kouji might sound strange at first, but like the old one, he holds an unique voice and shouting style. Especially for the Rocket Punch and the Big Bang Punch.
I just noticed: They are using the OVA Kaiser design already! Take a good look: The golden part on the chest from the golden details on the whole torso, the design of the attacks are from the OVA, plus in Alpha 3, a part of the Kaiser Nova Sequence in which he takes flight is ripped from the last episode of the OVA series. Just curiosity, but still a nice touch, though most of us didn't even care about.
Mazinkaiser never appeared in any of the SNES SRWs. His first appearance (in any media so far as I know) was in SRW F Final on the Sega Saturn, which was a remake of SRW4.
That being said, it is easy to get all of those games confused with each other. They remade SRW4 two or three different times on several different consoles.
Well, at least untill Tengan Toppa Gurren Lagaan came around. When your final form is 10 billion light years in length and literally is shown to be able to create whatever attacks and weapons it wants out of nothing at all, you're basically driving the most HAX mecha ever. well the real reason theres no scrander is that professor Yumi found a weak point in the scrander that would make mazinkaiser defenseless, so he had to make some repairs to the scrander during that time
He doesn't fly on his own in @2, the scrander is being rebuilt over the course of the game to remove the dramatic weakness it shares with Great Mazinger's Scramble Dash (if you hit it in the right spot the entire machine is completely paralyzed).
