Super Saiyan 4 is attained only when some can go both super saiyan golden oozaga, or golden great ape (The giant monkeys that saiyans can turn into during moonlight's golden form) And regain concious control of themselves in this form. It creates SSJ4, which makes you covered in red fur, had red rimmed eyes and black hair. Vegeta can do it too. When they fuse for super saiyan 4 Gogeta, he has red hair, its diff.
