The DNA samples they had of Wolverine were incomplete and using it for experiments led to failure 22 times, until they changed the chromosomes. They were only able to obtain the X chromosome off of Wolverine, so instead of trying to create a male clone, they decided for their 23rd experiment, they should try a female (which only has X chromosomes) finally resulting in a successfull experiment aka X-23.
