Yeah there are alot of places in Fallout 3 / New Vegas / Oblivion where the devteam put MQ tags in the map. It's just to indicate that the particular cell is involved in the main quest. Here's something else you might want to try: Go to the Garden of Dareloth in Oblivion in the Construction Set. There's a TG in there. (Thieve's Guild). Also FG (Fighter's Guild), Ob (Oblivion Cell).

It's not a secret message. Sometimes developers leave notes for themselves when they're developing something in a game. It could mean anything, but nothing that should concern the player. Either they forgot to take it out or they thought there's no points since the average gamer would never come across it. The fact that you used noclip to see it means its nothing. If it was a message, rest assured you will be able to find it by playing normally.
