yes, he is. Again you have to remember that this is a fanfic so the power levels aren't accurate to the anime's. Also you saw that Salza was fighting freeza equally which shows that Freeza is strong but Cooler is WAY stronger because his soldier is very powerful but still incredibly inferior to Cooler.

Cooler's plan is so...evil! And yet, in some ways it makes sense...
