Taking the title literarily, one can still argue that many Western leaders is still "uglier" than many of these people. However, I'm guessing the title is referring more to the nature of the regime that these leaders currently controls over. But then again, I think you've grossly over- generalize the African leaders. True, some of these "leaders" may be the most sadistic, brutal individuals you'll ever known. But then again, other such as Kenneth Kaunda actually tried to promote self-effeciency.
